             (U) Operation DESERT SHIELD conducted by USCENTCOM on 0:7./01/91.

          4. (U) TITLE: LOGISTICS. PROCUREMENT, ROLE OF SJA CIVIL/ADMIN LAW
          DIVISION


          5. (U) OBSERVATION: Contracting in Support of Desert Shield
          operations stressed procurement related resources to the
          extreme.


          6. (U) DISCUSSION: Every unit on post had at least one
          "emergency procurement". In addition, large quantities of items
          were required on very short notice (e.g., ll,OC)O sleeping bags,
          $500,OOC) worth of MILVANS, ADPE buys of several hundred thousand
          dollars, etc.). High dollar, complex procurements were
          negotiated telephonically after oral requests for qL(OteS were
          solicited from prospective of+erors.

          7. (U) LESSON LEARNED: Preparation by contracting other
          installations to determine their emergency needs, along with
          preparation of lists o-F prospective of+e@ors contributed to a
          relatively smooth procurement process. Preparation commenced
          well before the actual deployment notification.

          e. (LJ) RECOMMENDED ACTION- The steps noted above in "Lessons
          Learned" should be commenced as far out as possible to ensure
          competition is maximized and the government obtains the best
          price for deployment related supplies and services.
