            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/01/91.

            3. (U) KEYWORDS: HAZARDOUS WASTE DISPOSAL, ENVIRONMENTAL LAW,

            4. (U) TITLE: LOGISTICS: HAZARDOUS WASTE DISPOSAL AND
            ENVIRONMENTAL LAW


            5. (U) OBSERVATION: DEH environmental personnel established an
            ..amnesty point" for turn in of hazardous wastes (HW) and
            materials (HM). They were quickly overrun with turn ins, which
            created the potential +or violation of environmental
            regulations. DEH personnel continue to work overtime to
            process HWs and HMs collected at the amnesty point.

            6. (U) DISCUSSION: Environmental personnel strongly suspected
            that units were holding onto HW and HM instead of turning them
            in. Complex environmental requirements for identifying and
            processing HW complicated this problem. Example: Units turned
            in 60-gallon drums that contain a mixture of HWs. An analysis
            is required to determine the contents before a disposal method
            is determined.


            7. (U) LESSON LEARNED: Units will accumulate enormous
            quantities of HW and HM unless regular turn in to "amnesty
            points" becomes a matter of command emphasis.

            e. (U) RECOMMENDED ACTION: Prepare for more HWs and HMs to be
            turned in than one could believe possible. Aggressively pursue
            tlirn-in before deployment to get units to regularly turn in HWs
d HMs instead of hoarding them. Closely monitor state and
            federally mandated transfers to ensure HWs and HMs are
            manifested for disposal properly and promptly.
