          MATERIEL.


          4. (U) TITLE: LOGISTICS: Lead Time +or Supply Requisitions

          5. (U) OBSERVATION. Insufficient lead time is allowed +or
          ordering Supplies prior to loading for deployment.

          6. (U) DISCUSSION: 8. No provision to order supplies using
          Desert Shield money prior to notification of alert -For
          deployment is provided.
              b. BASOP'S funds cannot be obligated for supplies for
          deployment.

          7. (U) LESSON LEARNED: The signal to "go-ahead" +or funding
          comes too late to allow for expeditious procurement of Supplies.
           The result is that Supplies arrived too late for loading on
          pallets for rail shipment to port facilities.

          3, IU) RECOMMENDED ACTION.- That FORSROM provide early authority
          to fund Supplies Or grant clear guidance for reimbursement.

          9. (U) COMMENTS,    No criticism of the DOC is intended; they
          gave excellent support to all of our requests +or supplies!
