          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/11/91.

          4. (U) TITLE: LOGISTICS: SHORTAGE OF CONTRACTING/PURCHASING
          AGENTS IN THEATER


          5. (U) OBSERVATION: Requirement +or contracting/purchasing
          agents was underestimated.

          6. (U) DISCUSSION: Resources are very limited and restrictive.
          The processing of purchase requirements is very time consuming.
          G5 did a good job, but lacked -Familiarity with authorized
          procedures.

          7. (U) LESSON LEARNED: When deploying to an austere theater,
          more, not less, support by purchasing/contracting agents is
          required.

          e. (U) RECOMMENDED ACTION: a. FORSCOM: Reassess the
          requirement for contracting/purchasing agents.
              b. Increase the number of contracting/purchasing agents
          available thru COSCOM's or TAAEOMS.
              C. Deploy additional contracting/purchasing agents early
          during theater buildup.
