         2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/(-)7/91.

         3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
         COMPONENT, GUARD COMPONENT, RESERVE COMPONENT, LOGISTICS.
         EQUIPMENT, SUPPLY, TRANSPORTATION, ACCOUNTABILITY, CRIT3 (IMPORTANT
         PROBLEM), PLANNING.

         4. (U) TITLE: LOGISTICS: CONTROL AND ACCOUNTABILITY OF UNIT
         SHIPPING CONTAINERS


         5. (U) OBSERVATION: There was no serial number tracking system
         established to keep track of commercial containers as they were
         processed through the warehouse.

         6, (Ul DISCUSSION, The first containers were ordered on 11 Nov
         90. The delivery order was sent to G-3, the receiving reports
         went to Transportation Division and SLtpply/Services Division was
         asked to submit a receiving report by serial number on 19 Nov
         9o. By this time, SLtpply/Services Division had received
         approximately 257 commercial containers and 132 chassis.
         Transportation Division had to go through their files to pull up
         the serial numbers +or those commercial containers received up
         to that point. Starting 19 Nov 90 the wareholtrse started
         sending receiving reports to Supply/Servic@s Division +or
         containers and chassis. This delay in tracking caused quite a
         problem determining what had been received. On 26 Nov 9C)
         SLipply/Services Division found out who was issuing them to
         Division units enabling supply clerks to check quantities
         received. The Division property book officer was also trying to
         track down the serial numbers and determine which unit had
 received coi-itainers/chassis.

         7. (U) LESSON LEARNED: Control be centralized in Operation
         Branch of SLtpply/Servic:es Division, DOL. Installation Central
         Receiving Point make a log by serial number. Ali paperwork
         pertaining to shipments go to one designated place/individLtal.
         That individual Would then furnish information to those who
         needed to know(e.g. G-3, DOC, Transportation, SLtpply/Services
         Division, etc.)

         8. (LJ) RECOMMENDED ACTION- DOL: Implement control Measures.
