         4. (U) TITLE: LOGISTICS: MANUAL PROPERTY BOOK AT CIF


         5. (U) OBSERVATION: Accounting and reporting the inventory of
         desert Camouflage stock, protection masks and chemical defensive
         clothing, by size, as frequently as daily, has been inaccurate,
         expensive and time consuming management problem.

         6. (U) DISCUSSION: It was impossible for management to have a
         good handle on exactly what sizes we had as major unit issues
         were going on simultaneously with deliveries. The contractor
         had to manually Count each night to give the Property Book
         Officer the figures, often with J4 LOC waiting impatiently for
         the call or -fax so they Could release what we needed from War
         Reserves the next day. Reporting requirements and requests +or
         information were constanst and from many sources, all legitimate
         and urgent. The decision to not add the CVC uniform issue to
         the CIF but to do it at Force Mod was directly related to the
         inability of any one entity to do daily complete.and accurate
         inventories by size in the midst of the deployment.

         7. (L-) LESSON LEARNED- Daily inventories and reporting
         requirements, the need to keep the property book records by
         size, etc., all required modifications to the contract and
         detail of two additional government workers to the CIF property
         book office. The costs are not all in yer, but are
         considerable.


         S. (U) RECOMMENDED ACTION: DOL: Take immediate action to
       automate the CIF since ADP freeze has been lifted. Systems
         already in existence at Forts Bragg, Hood, Stewart, etc., should
         be extended to Fort Riley.
