             2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

             4. (U) TITLE: LOGISTICS: PROTECTIVE MASK OPTICAL INSERTS

             5. (U) OBSERVATION: RC unit deployment was either in question or
             delayed due to lack of inserts.

             6. (U) DISCUSSION: AR 40-14 requires optical inserts -For all
             with 20/40 visual accuity or worse.
                 Inserts were not always available in time for units to meet
             airflow because:
                  RC units did not address the issue at HS, leaving little
             time at MS to process.
                  The turn around time from Fitzsimmons Army Medical Center
             was not quick enough, presumably -For workload.

             7. (U) LESSON LEARNED: none


             (3. (U) RECOMMENDED ACTION: That RC units address the issue at
             HS while yet in non-alert status. ARCOM and STARC emphasis is
             required.
