           4. (U) TITLE: Logistics: Transportation of Explosives

           5. (U) OBSERVATION: 40mm HEDP rounds have been redesignated as
           Class "A" explosives.

           6. (U) DISCUSSION-. Until recently, 40mm HEDP Was authorized by
           FORSCOM Reg 700-3 as To Accompany Troops (TAT) ammunition.
           However, the redeigignation of 40mm rounds as Class "A"
           explosives (high explosives) means that they can no longer- be
           transported on passenger -aircraft.

           7. (U) LESSON LEARNED: Previously submitted DA Form 521s
           (Requisition +or Issue of Ammo) had 40mm listed on TAT
           documents. These requisitions now must be screened to remove
           40mm rounds from TAT ammo.


           S. (U) RECOMMENDED ACTIONT


               a. FORSCOM: Issue a change to FORSCOM Reg /@00-3 to list
           4C)mm HEPD as ABL vice TAT.


               b. Installation- Line out 40mm HEDP on existing TAT
           r-eqlti sti ons.

               C. Units: Submit new requisitions to add 40mm HEDF' to the
           ABL which is prepositioned in the,JAG.
