          5. (U) OBSERVATION: Many items beina requested as local

          purchase items are common items required by all deploying units
          at inStalllt4ons and MOB Stations around the Country.

          6. (U) DISCUSSION, With no central coordinating activity,
          installations are e,:pending great amounts of time -Rnd energy
          duplicating efforts in determining potential sources of
          commidn-use items.


          7. (U) LESSON LEARNED: FORSCOM-level coordination Would
          decrease both acquisition lead time and market survey time
          reqLAi rements.

          B. (U) RECOMMENDED ACTION: FORSCOM J4: Consolidate listings of
          common-Ltse items and their potential sources. Forward these
          lists and sources to FORSCOM Directorates of Contracting (DOC"s)
          to be used in deployment planning and execution.

          9. (LJ) COMMENTS: These common-use items have been and are being
          reported by DOC's to FORSCOM on a weekly basis.
