     SUBJECT: Incidents Under Jurisdiction of Host Nation Police
                   Operation DESERT SHIELD


     1. In case of a vehicle accident, follow this guidance:

           a. Remain at the scene of the accident until the police
     arrive-

           Leaving the scene violates Saudi law and makes a serious
     situation mnch worse. The police will usually make a determination
     of liability on the scene. If you have departed, you will likely
     be found at fault. In addition, a damaged vehicle may not be
     repaired without a release form from the police, so you must stay
     to get the release form as well.

           b.@ Notify your commander immediately.

           Don't leave the scene of the accident -to cloithis. If you have
     a radio, call in; if there is a phone at or near the scene of the
     accident, use it. Tell the police you are required to call your
     commander. Your commander will call the Provost Marshal and the
     Staff Judge Advocate.

           c.- Say as little as possible.

           Be courteous. Be as cooperative as possible- If possible,
     wait until a military policeman is pres6nt.before telling.your
     side. The police on the scene usually have the,final say about     who
     was at fault. Don't make it easier for them to conclude you were
     at fault. Be careful of what you say on:the radio or within
     earshot of onlookers; many Saudis can understand English.

           d. Do not pay the other., driver for  damages-

           The Staff Judge Advocate  can pay the  damages  as a foreign,
     claim, but can't pay'you back   if you pay personally.

     2. If you are to be detained    by the host.naticii  police:

           a. If possible, have another soldier secure your weapon     and
     ammunition. Get a receipt for these items if they are seized by
     the police.
