MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT- Impact an Pay and Allowances +or Soldiers Deployed an
Operation Desert Shield

2. The purpose of this memorandum is to provide soldiers with a
summary of pay and allowances which are affected as of the cur-
rent date.
3. Individual questions concerning pay and allowances should be
addressed to the soldier's servicing Personnel Administrative
Center (PAC) or the designated PAC representative for the
deployed unit. If no PAC representative is available, the
nearest finance activity in the Joint Area of Operations should,
be contacted.
4. Basic Allowance for.SLtbsistence (BAS).. Soldiers deployed to
Saudi Arabia are considered to be in a field status. All sol-
diers will be subsisted in the Joint Area of Operations, whether
through a field mess or by subsistence-in-kind. Enlisted members
in a field status are subsisted in kind instead of receiving a
Separate Rations (SR) allowance. Rear detachment commanders
should contact their servicing Finance Unit for procedures on
listing names, departure dates and times for collection of BAS.
Officers will continue to receive their BAS, but a collection for
meals will be made for each day they are in a field status. The,
collection will be made whether or not the individual elects to
consume a field meal. Units should follow normal procedures con-
taihed in AR 600-38 to insure proper collection from both en-
listed members and officers. The collection rates for officers
is $4'10,,Per day, which is equal to his daily BAS rate. The rate
for enli ted separate rations is 5191 per day.
5- Foreign-Puty Pay (FDP). Enlisted soldiers are entitled to

FDP after serving in a designated area +or eight or more con-
tinuous days including the date of arrival and date of departure.
Saudi Arabia is a designated area. FDP rates range from $8 to
$22.50 per month, depending an the soldier's rank. A DA Form
4187 with an attached listing of the deployed individuals and
dates o+.deployment must be submitted to the unit's servicing
Finance Unit. Units should utilize rear detachment to process
the bull-.,. of all pay changes to limit the amount of paper
processed in theater.
