If CO Cdrs can't make required containers per day, go straight
to COL Cousins. CO cdrs are really responsible.
          - Each CO should brief everyone in the company on the mission.
May have to do it 2 or 3 times. You've got to face them. Also,
talk to them about turn in of excess and tell them they'll be
          back home by Christmas.
          - BN Cdrs: send in 3 X 5 card w/completion date on each CO
          brief. S: 30 days.
          - IRR personal issue should go straight to Doha.
          - CO Cdr must certify that containers are free of all
contraband. Be ruthless with smugglers. All containers are
going back to a central point to be opened by CID.
          - G3: look at increasing customs inspections at washrack from 16
          to 24 hours per day.
          - Must come to compromise on customs inspections - not all can
          be on ramps.
          - Must keep washracks queque full - that's key to success on the
          washrack.
          - Ensure that troops expect to stay here six months.
          - ACSPER needs to fix 63 series MOS shortage.

                                        USASG

          - The RTCHES and forklifts will stay in theater (they may go to
          Doha).
          - Must mod umbrella maintenance contract at Doha to cover
          Dhahran.

                                         DRAO

          - Must get EOD into civilian contract.
          - G-3/DCG must do an MOU with USMTM on Aviation support after
          December.
          - This plan is it. Changes will come out on Sundays thru COLS.

                                        CEGSWA

-When will ammo be in Doha?
-FAST at Monterey should be formed now - it belongs to FASCO
now; it will be there forever.
-Fill FAST with people who will be here six to ten months; when
FASCO goes they stay under 2 ASB.
-FAST may be 0-5 or 0-4 command; 593 and CEGSWA Cdr will get
          together to decide.
          - The FAST will hold Monterey and prevent Kuwaitis from taking
          it back.
          - Someone needs to go to Monterey to find a place for K-SPAN to
          store class IV.
          - Training Group will do Range Control, ARTEP administration,
          MILES equipment issue, etc.
